Bad News: esitmated wait time for an agent to help in replacing my Social Security card at our local office: 176 minutes.
Good News: actual wait time: 95 minutes.
Bad News: parking limit for SSA customers: 1 hour.
Good News: limit not enforced.

It sounds like enforcing the limit would cause them to come after every person who visits.
